Search Block Plugin for OJS 3

Install the plugin via "Upload a new plugin" in the Plugin tab of the website settings or upload it directly to the Block Plugin folder (usually ojs-root/plugins/blocks).

Activate the plugin:

Go to Settings->Website->Appearance and scroll down to Sidebar management. Drag the Search Plugin to the Sidebar:
