Add a quickstart shell script for using a single tomcat instance

Brought up in the CSSUDIO meeting.

Significant use case is for creating a VM that runs many middle layer epics services for use in training. Then you want the resources used to be low. Running so many services can be a resource hog. In the case of the archiver, one way around this for is to run the archiver under a single tomcat instance.

So we want to add another quickstart shell script which can run the archiver under a single tomcat.
