[FEATURE] Allow dumps from databases with row level security enabled

We have a database with enabled row level security.
For the backup user we need to pass the argument "--enable-row-sercurity" to the pg_dump process.
Would be great if we have support for that in the app.

Really great project.
I was long on the search for such a project and could not believe that there is no nice solution for this task, only more or less handy CLI tools.
Missed a clean, modern and organized UI frontend to manage database backups.
Your project does exactly that. Thumbs up 👍
