Describe the bug

Arabic Letter Kashmiri Yeh, Unicode character U+0620 (ؠ) is displayed with a diacritic ring instead of truncated yeh shape in its final and isolated form in Noto Nashk Arabic Font. This is contrary to the recommendations of Unicode Standard 16.0 (Section 9.2 Arabic, p. 469)

To Reproduce

  1. Use the Noto Naskh Arabic font.
  2. Type the U+0620 (ؠ) character in isolated (alone) or final (at end of a word) form.
  3. Observe the incorrect rendering.

Expected behavior

The U+0620 (ؠ) character should be displayed as truncated yeh without the ring below in its final and isolated forms, as per Unicode 16.0 specifications.
