[tracking] Hard coded do-not-track exceptions

Currently the user has the capability to disabled tracking on certain forms, but we also should be able to add no tracks on forms that are will never be tracked, such as the default login form sometimes generated on the front end by users.

In this case the form always has the class 'login'
