When there are unconfirmed (not downloaded) radio punches for a competitor, they are not shown as SplitTime-s in the IOF XML tree. If the competitor is included in the export (with a DISQ status, which is supposed to still retain the shown exported controls) (see #91), the radio punches are missing anyway.
Probable solution: include them as they are included in HTML list exports. They can be distinguished from official punches on the competitor level (by using an Active or Finished competitor status instead of OK).
