Brief description of your issue

When running "winget upgrade --all" I see that Thunderbird needs to be upgraded, but in fact nothing happens and I get back to the CMD.

Steps to reproduce

Just run "winget upgrade --all".

Expected behavior

I'd expect Thunderbird to be upgraded like any other software managed by winget.

Actual behavior

Running "winget upgrade --all" results in this output:

C:\Users\admin-master>winget upgrade --all
Name Id Version Available Source

Mozilla Thunderbird (x64 en-US) Mozilla.Thunderbird 128.4.3 128.6.0 winget
1 upgrade available

Environment

Since this Issue appears to only impact one package, it should be moved to the winget-pkgs repo.

@denelon / @st@stephengillie - I'm not sure this is package-specific or should be in winget-pkgs. To me this is another replication of the CLI issue where the reason packages are not being updated is not shown when using winget upgrade --all -
