Hello,
sorry, but I don't use bootstrap_package.
I was able to upgrade my TYPO3 instance to version 11.5 without having to make any adjustments to the menu.
I'm planning to upgrade from jQuery, Bootstrap and SmartMenus but don't have the time at the moment.
Unfortunately I cannot help you any further
