If you really needed the sounding pitch to be applied according to the octave sign for both staffs, then you should add an octave sign to each of the staffs:
In all other cases, the octave sign should not affect more than one staff, even if "loco" is not specified.

Sometimes an ottava is intended to apply to both staves, so while it shouldn't be the default behaviour, it should at least be a configurable property.

If you add an octave sign to the cross-staff beams, it will affect both staffs.
Expected behavior:
The octave sign was supposed to affect only one staff.
Current behavior:
The octave sign affects all staffs where there is cross-staff beaming, which is not correct.
