Review form element “upload”

Describe the bug
In the “Review Forms” section, it is possible to add an element of the type “upload” to a form. However, uploaded files are not saved. Reviewers can select a file, which seems to be uploaded, but as soon as they save their progress, the uploaded files disappear and are never stored on Janeway.

To Reproduce
Steps to reproduce the behavior:

1. As editor: Go to the “Review Forms” section.
2. As editor: Add an element of type “upload” to a review form.
3. As editor: Select Review form for current review process.
4. As editor: Assign a reviewer to review an article
5. As reviewer: Accept review.
6. As reviewer: On the review page upload a file in the upload section.
7. As reviewer: Finish the review.
8. As editor: Go to the review page and check uploaded files.

Expected behavior
The uploaded files should be saved and accessible after the reviewer finishes the review.
