Does Gluetun actively pick the fastest servers or what?

I am using the ProtonVPN (Wireguard) compose file and have qBittorrent in the same file. Does Gluetun actively choose fastest networks based on my country or does it stay on one or what? If so, how often does it change servers? My compose file section for it looks like:
