Have you considered making Quran.com entirely static? I know that Quran.com is heavily cached however I think there's still some room for improvement. For example, it might help you to replace ?startingVerse with something with # which'll help caching.
Once it's entirely static you can use GitHub Pages to host your website for completely free. Then if you wish you can use Cloudflare between GitHub pages and the user to lower latency.
You might not need it but I thought it could help you. You might as well keep it as is if hosting fees cost you less than your time depending on your time budget.
