新增获奖信息变更能力 #11

之前已经存在获奖信息存储的表格，但是没有相关的界面进行变更，而是使用更改数据库的方式进行增删改查。

需要制作一个可变更数据的前端界面对接。

后端
为管理员开接口，并提供增删改查能力
前端
为管理员管理界面新增页面，用于管理用户获奖信息
