As I'm not a WCA staff member, it's always possible that "late" is clearly defined in staff-only documents. Still, for the avoidance of doubt, I think it would be worth clearly defining in the probationary status policy what constitutes a "late" delegate report, dues payment, or results submission.

These things are clearly defined in existing policy. I would prefer not to duplicate requirements across multiple policies. For completeness:
For Dues, 3.1 clearly defines a late payment (Delegates, where applicable, also get multiple automated reminder emails about the payment date and being late on it)
For reports and results submission, Competition Requirements Policy 8.2.1 defines the 1 week requirement for the report, and 8.2.2 for results. Similarly Delegates (where applicable) get automated reminder emails about the report deadline.
