Compar builds, consider circle-ci

1. Split up builds to have different stages for each test; i.e. ladder test, wasm build, lint-format, etc.

2. Consider switching to circle-ci, my understanding is the pipeline separation is a bit easier to manage and we get a nicer build-Github integration UI.
