Updates the Base and Machines modules to 1.21.4:

• Update to new item model format
• Several features take advantage of new components

Enchanting station is updated with the following changes:

• Allows moving enchants between items, not just books
• Disenchants via placing a book in the first slot instead of the second
• Does not work with custom enchantments added by other datapacks out of the box, support must be added manually

Other changes:

• Unfilled vials now stack to 16
• Tools (Wrench, Multimeter, GPS, Pipe Wrench) no longer work by hovering an entity in front of the player
• Fixed the stick spamming issue
• Fixed ore gen not working in some cases
• A lot of small bug fixes
