BCGov Release 7.5.2.2

Government of BC Branch of Arches Core 7.5.2 with the following changes:

• Use binary version of psycopg library
• Run package SQL scripts in filename sort order
• Allow import of Shapefile geometries
• Support custom ES documents for resource instances
• Allow import or large geometries (remove arbitrary 1500 point limit)
